Main Responsibilities

       As a member of Construction department, the Tender Officer will be coordinator for the tendering procedure:

·       Preparing the pre-qualification questionnaire (PQQ) and Non-Disclosure Agreement (NDA)

·       Checking the qualification document submitted from tenderers following internal procedures

·   Liaising with external parties (Owner Engineer, External Lawyer, Insurance Broker…) and internal departments (Legal, Accounting, Construction…) to develop the Request for Proposal (RfP) documents in compliance with internal policies& procedures and applicable laws;

·      Distributing Request for information (RFI) during tendering process to related responsible departments and following up the response timely

·       Arranging clarification meetings with tenderers/ internal and recording Minutes of Meeting

·       Assisting in evaluation procedure (Technical evaluation/ Commercial evaluation)

·       Coordinating closely with legal/accounting department for contract finalization

·       Proceeding the approval process & contract signing

·       Preparing handover documents and conducting handover meetings (when necessary) of contracts to ensure transmitting properly all information under the contract to construction department

·   Archiving all relevant documents/correspondences both electronic copies and hard copies to guarantee transparency and traceability of the procurement process for audit purposes.

·       Timely providing advice and support to Contract Department in the interpretation of the contract

·       Performing other duties as assigned by direct supervisor

·       Preparing and updating the cash planning for all related construction contract

 

     Essential qualification, skills and requirements 

•   Bachelor’s degree in business, Economics, Supply Chain Management or related fields

•   Familiar with FIDIC’ construction contract is a strong plus

•   2-3 years’ experience in Tendering/Procurement, preferably in the Renewable Industry

•   Computer literacy in Microsoft Office

•   Proficiency in oral and written English

•   Ability to work independently and manage multiple tendering processes and to work under pressure (i.e. capacity to self-organize, balance responsibilities and prioritize as required by business needs)  

•   Problem solving and analytical thinking  

•   Strategic thinking  

 •   Leadership and team management  

 •   Effective Communication

  •   Time Management and Prioritization

  •   Negotiation and conflict solving

  •   Flexible for occasional travel to project locations if required

  •   Immediate availability is a plus
